This part of the armor is best obtained while doing the "A Show of Character" quest. The chest is located in a small side cave, which can be accessed through an opening near the floor in the corridor leading to the room where the book is.
You can get inside the building through a small window.
The chest is located in the same cave as The Ash. Where the entrance to the caves is located is described in the quest "Trade: The Ivory Post".
The chest is located in a side room of the church. To get inside you must shoot through the window at the lock on the door.
